“BBC Targets Unlicensed Viewers Through iPlayer Data”

The BBC is exploring the use of iPlayer streaming data to identify individuals who have not paid for a TV licence. Currently priced at £174.50 annually, a TV licence is required to watch or record live TV programs on any channel, including BBC iPlayer content. According to The Telegraph, there are plans to link up to 40 million BBC iPlayer accounts with a database that monitors TV licence statuses associated with addresses.

When registering for a BBC iPlayer account, users are required to provide their email address, date of birth, and postcode. The revenue generated by the TV licence reached £3.8 billion in 2024/25, but it is estimated that non-compliance is causing the BBC to lose up to £550 million each year.

A TV Licensing spokesperson mentioned to The Telegraph the continuous efforts to enhance licence fee collection by leveraging available data to gain insights into viewing behaviors and BBC service usage. Notably, a TV licence is not needed for catch-up viewing on other streaming platforms like Netflix, Amazon Prime, ITVX, Disney Plus, YouTube, All 4, or My5. However, a TV licence is required for live streaming on these platforms, with potential fines of up to £1,000 for watching live TV without a licence.

Certain exemptions exist, such as individuals over 75 who claim Pension Credit being eligible for a free TV licence. Additionally, students living away from home may be covered if their parents hold a TV licence, provided they watch TV on specific devices. Discounts are available for individuals who are blind or severely sight-impaired, as well as those residing in residential care or sheltered accommodation.

The TV licence fee typically increases annually in April, aligned with the previous September Consumer Price Index (CPI) inflation measure. With the September inflation rate at 3.8%, a potential rise in the TV licence fee would bring it to over £180. However, no official announcement regarding a fee increase this April has been released by the Government.
