The City of Ottawa is contemplating a proposal to permit places of worship to rent out parking spaces in anticipation of increased commuter traffic this autumn. The potential zoning amendment would be applicable to churches, mosques, and other religious sites situated in the downtown area or within 600 meters of a rapid transit station.
City officials project a surge in traffic volume in the upcoming months due to the city’s expansion, the return of more federal employees to offices, and the resumption of classes. While many places of worship have sizable parking lots to accommodate weekend crowds, these spaces often remain unused during weekdays.
Although the zoning change would cover all eligible places of worship, individual property owners would have the discretion to decide whether to lease their parking areas. Additionally, the amendment would extend to six city-owned facilities, including recreational complexes and arenas.
The proposed measures are temporary and set to expire by April next year. The city’s planning and housing committee will review the proposal on August 19, with a potential final vote by the city council. City staff will evaluate the effectiveness of these temporary measures in early 2027.
