Dawne Young, a former 911 dispatcher, has firsthand experience in responding to emergencies. Throughout her career, she handled distress calls ranging from house fires to ongoing criminal activities. However, when the Bald Range wildfire erupted in Summerland, she felt that the province could have been better prepared for such a crisis.
Young noted that not all her family members received the emergency alert when the fire started on August 7. This discrepancy left her family in a state of confusion, with some receiving the alert while others did not, despite standing together.
After evacuating to a friend’s house, Young attempted to register as an evacuee. Despite downloading the necessary app, she faced delays in the verification process, which only took place during specific hours on weekdays. This bureaucratic hurdle added to her stress and frustration during an already tense situation.
Highlighting her unsettling evacuation experience, Young emphasized the need for improved emergency management investment by the government. She expressed concern about the increasing frequency of large fires in the Okanagan region and the impact of climate change, urging both individuals and authorities to be better prepared.
Premier David Eby, acknowledging the shortcomings in the current emergency support system, pledged to conduct a thorough review of the response to the Bald Range wildfire. The review, which will involve experts in wildfires and local governance, aims to learn from the recent crisis and enhance future emergency protocols.
Researchers, including Kathryn McConnell from the University of British Columbia, pointed out common challenges with emergency alert systems during wildfires. Issues such as communication system overloads and power outages can hinder the dissemination of crucial alerts to residents, particularly in rural areas with limited cell phone coverage.
McConnell proposed exploring analog alert sirens as an additional method to complement existing telecommunication-based alerts, citing successful implementations in other countries like France. She stressed the importance of redundancy in emergency management systems, advocating for multiple alert methods to ensure effectiveness in various scenarios.
