Roxanne Greene made a journey from Labrador to attend a rare hearing at the Royal Newfoundland Constabulary Public Complaints Commission in St. John’s. Her former spouse, retired Sgt. Nick Rumbolt, chose not to participate. Greene emotionally testified, accusing Rumbolt of breaking into her home in 2009 and sexually assaulting her after a period of intense harassment while he was on duty.
During the proceedings, it was revealed that Rumbolt had retired from the Royal Newfoundland Constabulary and would not be engaging in the hearing. Represented by lawyer John Drover, Rumbolt’s defense focused on ensuring proper protocol adherence. Allegations against Rumbolt include various breaches of RNC regulations spanning from 2009 to 2019.
Greene recounted an incident in 2009 when she tried to report the assault to the RNC in Labrador City but was met with dismissive and discouraging responses from officers. Despite efforts to file a complaint, she felt unheard and unsupported by the police. Greene’s testimony detailed subsequent encounters with Rumbolt, including an incident in 2018 that reignited her fears of his presence in her life.
The hearing also touched on a traffic stop involving Greene’s husband, Gary, and Rumbolt, where tensions escalated. Following the incident, Greene lodged a formal complaint with the RNCPCC, leading to a criminal investigation by the RCMP. Despite Greene’s allegations of sexual assault, no charges were filed after a review by the province’s Serious Incident Response Team.
In 2022, Greene amended her complaint to include the sexual assault details, shedding light on the trauma she endured. As the hearing concluded, Greene expressed a desire for systemic changes to prevent future instances of domestic violence within law enforcement. The proceedings have been adjourned to allow for further submissions on December 7.
