Ontario Provincial Police (OPP) have apprehended a resident from Smiths Falls in relation to a homicide that occurred south of Ottawa at the end of last week. The individual has been charged with second-degree murder. The discovery of a deceased individual at a Spencerville residence on Crowder Road was made by officers on August 29. Initially considered a suspicious death, the victim was later identified as 37-year-old Chelsea Swinwood, prompting the investigation to shift to a homicide case. Swinwood was reported missing after her last sighting on August 22 in the nearby town of Prescott. On Thursday, OPP took into custody 35-year-old Justin Donovan-Biscope, who now faces charges of second-degree murder and indignity to a body. His next court appearance is scheduled for Friday.
