“Hamilton Public Library Enforces New Card Entry Policy”

Visitors to the Central branch of the Hamilton Public Library are now required to present a valid library card or be accompanied by a library member to gain entry. Signs have been placed at the library’s entrance, informing individuals over 18 that a valid library card is necessary to access specific areas of the branch. Alternatively, visitors can enter as guests of library members.

This policy was initially tested earlier this year in a pilot program aimed at curbing drug use and disruptions in the bustling downtown library space. During the eight-week pilot from March 16 to May 17, adults had to scan their library cards to access main areas of the Central Library, while minors were exempt. Regular public access resumed on May 19.

According to the HPL’s Central branch website, the policy officially went into effect on Oct. 13, although the duration of the policy was not specified. The library has also restricted access to certain areas beyond the entrance and computer lab by partitioning off the stairs and elevator, requiring visitors to show their library cards before proceeding through the welcome desk.

The pilot program, which received mixed reviews, was initiated following a challenging period at the branch characterized by frequent overdoses and drug-related activities. Chief Librarian Paul Takala proposed the check-in system as a measure to improve safety and compliance with library regulations, a proposal that was approved by the HPL board. The goal was to deter unlawful behavior by ensuring staff could identify individuals entering the library.

Following the implementation of the pilot program, concerns were raised by the union representing approximately 250 HPL staff, citing issues of discrimination and potential risks to staff safety. Despite these concerns, a review of the card check-in system presented to the HPL board in June highlighted significant reductions in drug-related incidents and emergency calls during the pilot period.

The library has not provided specific details on why the policy has been reinstated or if any adjustments were made based on feedback from the pilot program.
