The selection process will involve choosing seven finalists to progress to the national design competition, with the winning team securing a design and construction contract by the fall of 2027. Ottawa is seeking a top-tier design concept that utilizes Canadian materials to revamp the official residence into a contemporary and secure living and working space for future prime ministers.
Emphasizing the national and historical significance of the project, the Request for Qualification (RFQ) stresses that Canadians must lead the completion of the revitalized residence, incorporating Canadian materials and innovations throughout the project. The official residence has been unoccupied for over a decade due to successive prime ministers hesitating to invest taxpayer funds in its restoration.
Prime Minister Mark Carney has labeled the state of 24 Sussex an “embarrassment” and unveiled plans for its restoration through a national design competition and fundraising efforts. Canadians have already contributed over $735,000 towards the $50 million fundraising target. The RFQ outlines the requirements for potential teams, including creating private living quarters for the prime minister’s family, accommodating workspaces, and ensuring accessibility.
The renovation project involves restoring heritage elements, landscaping, and potential security upgrades. The Royal Architectural Institute of Canada will evaluate design concepts, while a technical evaluation board will assess construction plans, budgets, and schedules. The competition mandates that Indigenous people and businesses must be involved in at least five percent of the contract’s value.
Details on the renovation cost are yet to be disclosed, with the construction budget expected to be revealed in the upcoming Request for Proposal phase.
