Recent satellite imagery indicates that North Korea has been expanding its suspected nuclear weapons program through new excavations that may indicate the presence of enrichment facilities, heat exchangers, and underground nuclear waste storage areas.
A report from 38 North, a US-based website monitoring North Korea’s activities and their global security implications, revealed significant modernization and expansion efforts at the Yongbyon Nuclear Scientific Research Center between October and November 2025. This expansion aligns with North Korean leader Kim’s goal to significantly increase the country’s nuclear arsenal.
The Yongbyon facility plays a crucial role in producing nuclear material for North Korea’s weapons program, being the main producer of plutonium and a major source of enriched uranium. The report also highlighted the construction of buildings for storing radioactive waste and laboratories for enriching uranium, an essential component for nuclear warheads.
Satellite images show the recent installation of six heat exchangers near the main building of the suspected enrichment facility, crucial for maintaining safe temperatures in nuclear power plants. Additionally, construction activity has been observed at a semi-buried radioactive waste storage facility near the Old Waste Site, in line with Kim Jong-Un’s aim to increase nuclear material production.
Furthermore, refurbishment work is underway at the hydrogen fluoride handling building, with multiple new openings in the roof suggesting either renovation, partial dismantlement, or complete refurbishment. These developments indicate a potential expansion of enrichment, cooling, and waste facilities to support the growth of North Korea’s nuclear weapons stockpile.
Despite previous diplomatic efforts, such as a failed proposal by Kim Jong-Un to dismantle a nuclear weapons factory in exchange for sanctions relief during a summit with former US President Trump in 2019, North Korea continues to enhance its nuclear capabilities. The ongoing activities at the Yongbyon facility reflect Kim’s directive for exponential growth in the country’s nuclear weapons arsenal.
