The Northwest Territories Health and Social Services Authority (NTHSSA) has reported an operating surplus for the first time since 2016, as revealed during its annual general meeting for the 2025/26 fiscal year. The organization highlighted the progress made since the merger of six regional health and social services boards in the Northwest Territories to form the NTHSSA.
Following the merger, the NTHSSA inherited an accumulated deficit of about $50 million, which has now decreased to $296.1 million from $300.8 million, representing the first reduction post-amalgamation. This positive shift was driven by an unexpected operating surplus of $4.7 million in the 2025/26 fiscal year.
The surplus was attributed to transient factors likely not to be sustained, such as ongoing vacancies in challenging-to-fill roles and a substantial one-time federal funding injection for medical travel. Additional funding from the N.W.T. government, medical travel reimbursements totaling $23 million, and one-time federal allocations further contributed to the rise in actual revenue. However, the NTHSSA also experienced a $21 million rise in medical travel expenses.
Addressing staffing challenges, Kim Riles, the NTHSSA’s CEO, emphasized the organization’s commitment to fully staffing frontline services despite the inherent difficulties in achieving this goal nationwide. She acknowledged the financial and operational impacts of relying on casual and agency staff due to recruitment challenges.
Riles highlighted efforts to enhance the efficiency of medical travel processes, including the implementation of hybrid models where nurse practitioners offer virtual support for community services. Preliminary assessments indicate a notable reduction in medical travel for primary care purposes, as individuals gain improved access to healthcare providers through in-person or virtual consultations within their communities.
