Homelessness emerges as a significant concern ahead of the municipal election, with more than 33% of respondents identifying it as a top issue in a survey conducted by CBC Windsor. Out of the 461 individuals who participated, 174 highlighted homelessness and encampments as key areas of focus. The survey, while not scientifically conducted, reached respondents through various channels including libraries, community groups, the CBC website, and social media platforms.
Jeremiah Dinculescu, who recently transitioned out of homelessness after grappling with substance abuse, emphasized the importance of community support in overcoming such challenges. Reflecting on his journey, Dinculescu stressed that personal recovery often hinges on external assistance and divine intervention.
Recent data from Windsor’s 2025 point-in-time count revealed a spike in homelessness, with 794 individuals found to be experiencing homelessness on the city’s streets, surpassing the 2024 figures by more than 120 individuals. In response, Windsor City Council endorsed a proposal for a supportive housing site at the vacant Windsor Arena, featuring approximately 100 sleeping pods and comprehensive support services.
Notably, not all individuals experiencing homelessness share the same perspective on seeking assistance. Todd Gelinas, who has been living on Windsor streets for two and a half years, expressed contentment with his current lifestyle, highlighting the value of autonomy in his journey. Gelinas also urged the incoming mayor to scrutinize the qualifications of individuals tasked with aiding the homeless population.
Meanwhile, Jeremy Walker, who has been without stable housing for over five years, called for greater empathy from city officials and law enforcement towards individuals in similar circumstances. Walker emphasized the need for compassionate policing and improved interactions with homeless individuals at public spaces.
Dinculescu underscored that addressing homelessness goes beyond mere shelter provision, emphasizing the necessity of tailored support services to facilitate lasting solutions. He stressed that a holistic approach, encompassing mental health, addiction support, and community engagement, is crucial in effectively assisting individuals experiencing homelessness.
