The Region of Waterloo has appointed a new commissioner of water and wastewater services to address the existing water capacity issues in the Mannheim Service Area. Ishtiaque Tunio will take over from the interim water commissioner Kenneth Brothers, commencing his role on September 8.
Tunio brings with him extensive experience in managing large infrastructure projects, including the Gordie Howe International Bridge connecting Windsor, Ont., and Detroit. His background includes senior leadership positions at the City of Mississauga, the City of Ottawa, and Metrolinx.
Expressing his enthusiasm, Tunio stated, “I anticipate collaborating with the region’s committed staff, council, partners, and the community to enhance these crucial services and ensure they meet the needs of residents for years to come.”
Back in December 2025, the region disclosed its water capacity shortfall for accommodating new developments within the Mannheim Service Area while also maintaining an emergency water supply. This area comprises Kitchener, Waterloo, parts of Cambridge, Wilmot, and Woolwich townships.
Following the capacity constraint announcement, a temporary development halt was imposed by the region. However, in July, additional water capacity was discovered, leading to a phased reinitiation of development projects.
Tunio’s primary objective will be to collaborate with local communities and the provincial government to accelerate water infrastructure initiatives. Chief Administrative Officer Darshpreet Bhatti mentioned, “I am excited for Ishtiaque to join our team and work collectively with our partners to expedite water solutions.”
Tunio emphasized his career focus on uniting individuals and organizations to deliver intricate infrastructure projects safely, responsibly, and with a long-term outlook.
