Enterprise, N.W.T., has once more come under the supervision of a public administrator following recent disruptions in the council that rendered the hamlet incapable of functioning due to insufficient council members. The Minister of Municipal and Community Affairs (MACA) announced in a press release on Wednesday the necessity of appointing an administrator for the Hamlet of Enterprise to ensure proper governance and dissolved the existing council.
A situation arose in mid-July when two councillors stepped down, leaving only two council members in place, a number insufficient to meet the requirements of the territory’s Hamlets Act for passing motions, which mandates a majority of councillors to be present.
Since January 6, the hamlet had been under scrutiny, with MACA Minister Vince McKay previously appointing an administrator in May 2025 to address what were described as “governance, financial, and operational challenges.”
In 2024, a series of resignations from hamlet councillors occurred shortly after their election, with some councillors leaving even before being sworn in. Reasons cited included a lack of confidence in the then-mayor Sandra McMaster, who subsequently resigned from her position five months later.
The newly appointed administrator for Enterprise is Bobby Borque, who will be supported by two deputy administrators. The directive is set to remain in force for 45 days, during which time a new election will be organized. MACA anticipates the election of a new council within the stipulated period.
Minister McKay emphasized the primary objective is to ensure the community’s governmental functions can effectively serve its residents and facilitate a smooth transition back to local governance through an expedited election process.
