“Budget Constraints Challenge St. John’s Snow Clearing”

St. John’s Mayor, Danny Breen, has indicated that despite demands for improved sidewalk snow clearing in the city this winter, financial constraints limit the city’s ability to make significant investments in this area. Breen emphasized that the current focus is on maintaining the mill rate for the upcoming year while acknowledging the challenges posed by inflation and rising costs of living, including the price of diesel.

As the city grapples with budget preparations, concerns about accessibility have also been raised, prompting discussions on a new accessibility plan. A recent demonstration outside City Hall organized by the Social Justice Co-Operative N.L. underscored the urgency of enhancing snow clearing services, particularly regarding sidewalks.

Individuals at the protest highlighted the impact of inadequate snow removal on their daily lives, with co-operative co-chair Brenda Walsh expressing frustration over mobility limitations during winter. Attendees like Yvonne Earle echoed the sentiment that the city’s slogan of ‘A city that moves’ contradicts the reality of restricted movement caused by snow-covered sidewalks.

Anne Malone, a local disability advocate, shared her personal struggles with navigating icy pathways, leading to extended periods of isolation during winter months. Malone emphasized the broader issue of social exclusion faced by many community members due to insufficient snow clearing measures.

Responding to criticisms that prioritize street plowing over sidewalk maintenance, Breen clarified that the city has adjusted its approach to tackle both simultaneously. He stressed the necessity of keeping the city operational while acknowledging the ongoing challenges in balancing resources between road and sidewalk clearing efforts.

The city currently allocates approximately $33 million for snow and ice removal, with a significant portion dedicated to clearing sidewalks covering nearly 194 kilometers. Breen highlighted ongoing investments in sidewalk maintenance but emphasized the need for a strategic plan given the city’s limited financial resources for expanding snow clearing operations.
