Halifax is considering acquiring a new harbor ferry to address service challenges, although some council members are questioning the necessity of this significant investment. The regional council voted on Tuesday to commission a staff report on the potential costs of a new ferry for the Alderney and Woodside routes, which would include operational expenses, maintenance, and possible docking locations.
Mayor Andy Fillmore initiated the motion for the report in response to what he described as a challenging ferry season. Recent disruptions in service included one ferry being out of operation for approximately four months due to steering system repairs, leading to a reduced schedule for the Alderney route. Another ferry faced a similar issue in May but was back in service after about a week.
Mayor Fillmore expressed concern over the aging fleet, stating that the current ferries, put into service between 2014 and 2018, are approaching their mid-life phase. This phase would require extensive upgrades costing around $3 million per vessel, with work expected to commence in 2029 and last for four years.
While plans are underway for a new fast ferry to Bedford’s Mill Cove and other harbor routes, Mayor Fillmore emphasized the need to ensure that the current ferry system can adequately accommodate the city’s growing population. He highlighted the importance of maintaining a reliable ferry service to alleviate traffic congestion on the city’s roads.
Some council members raised questions about the origin of the new ferry proposal, as it did not stem directly from the transit department or align with the current multi-year transit service plan, which does not allocate funds for a new ferry. Concerns were also voiced regarding the challenges of hiring specialized staff to operate and maintain the ferries, as well as the need for additional parking options for commuters using the Woodside ferry service.
Mayor Fillmore expressed optimism that the forthcoming report and the broader review of the ferry service will provide answers to these concerns. The council agreed to receive both reports later this year to further assess the situation.
